I have already in my letter as Political Secretary, N: 24 of the 14th Instant, had the honor to acknowledge the receipt of Your Lordship's Despatch N. 4 of the 31st of January 1842, regarding the Island of Hongkong; and Instructions to the same effect reached me at the same instant from the Governor-General of India.
